RSS in App Dev

I'd like the ability to create an app based off an RSS feed. I'd like to create a severe weather alerts app that pulls it's data from an RSS feed from the National Weather Service instead of having to use a server to create the data flow.

An RSS app would be great - i know there is an IFTTT RSS feed, but this only triggers on new information, so using an RSS feed that just updates data, sadly fails to trigger the device. So an app where you could add your feed would great with updates by timestamp?

When my brother set up my laMetric deice, he put an app which had the NOAA icon and displayed the current severe weather watches and warnings. I cannot find it. the RSS feed is not the one I am looking for
